I am on PS4.

Both of these says it includes Summerset chapter

Will either include the Summerset Collector's Edition's bonus pet, Fledgling Gryphon?

If not, then which DLC on PS4 can I buy to get the Fledgling Gryphon?

Neither of these include the Summerset Collector's Edition bonus items. Only way to get it right now is to buy the Summerset Collector's Edition Upgrade, which doesn't include Morrowind nor Elsweyr and you need to already own the base game.

ZOS will probably release the CE items as a Crown Store pack which you can buy separately, just like they did with Morrowind.
