    Please note: "On a medium armor stamblade."
    90% of Dawny, Spin to Win I see from heavy armor Wardens. No medium armor stamblade is going to jump into the aoe cesspool full of tanks and spam spin to win. If they do thy'll probably get a couple *42 damage ticks before they die to the 87 stacked aoe's consisting of thurvokun, wall of frost, a liquid lightning from that rando pve'er in the corner, and the random lethal arrow someone somehow tagged you with in the middle of it all.

    Lets also not forget that going from 9m to 6m is a big reduction. So not only will they be hitting fewer targets, but also consider latency and the new race against time ability into account; they will be missing much more frequently and have more difficulty staying on target.

    It is certainly a buff. You still get that 20% from the passives, so you are doing on average, the same amount of damage but is cheaper.

    True you do get the cheaper cost. But the damage will not be higher unless target is above 50% hp.
    Assuming old base tooltip of steel tornade=100:

    100% hp target (new 50% higher)
    Old value 100 dmg
    New value 150 dmg

    75% hp target (new 20% higher)
    Old value = 100*1,25=125 dmg
    New value = 150 dmg

    50% hp target
    Old value = 100*1,5=150dmg
    New value = 150dmg

    30% hp target (old 13,3% higher)
    Old value = 100*1,7=170 dmg
    New value 150 dmg

    20% hp target (old 20% higher)
    Old value = 100*1,8*1,2= 216 dmg
    New value = 150*1,2= 180 dmg

    10% hp target (old 26,7% higher)
    Old value = 100*1,9*1,2= 228dmg
    New value = 150*1,2= 180 dmg

    the extra 20% from passives is additive, not multicative. the only percent amp in the game that is multicative is bloodthirsty.

    so the last 2 look like this-

    20% hp target (old 20% higher)
    Old value = 100*2= 200 dmg
    New value = 150*1.2= 180 dmg


    10% hp target (old 26,7% higher)
    Old value = 100*2.1= 210 dmg
    New value = 150*1.2= 180 dmg


    so adding them together-


    old

    100 + 125 + 150 + 170 + 200 + 210 = 955

    new

    150 + 150 + 150 + 150 + 180 + 180 = 960

    so like i said, around the same average amount of damage but steel tornado cost less stam now.

    Brawler is a clunky move that doesn't always register all the targets hit, it also doesn't have an ability to hit everyone around it only hits in a cone in front of you and has a weird hit box. People only ran it for heroism it offers on live, but there is a huge difference between these moves.

    not sure what makes you compare subass to whirling blades, one is a 3 second delayed damage and other is an instant spammable aoe execute but here you go-

    subas on my stam warden, no buffs-

    you can get 3 whirling blades off in the time it takes subas to go off and if you are worried about stamwardens using both at the same time, subass is directional and you can block it now.

    nor do i understand what you are on about the resto ulti but here is the tooltip on my dedicated templar healer, no buffs-

    Calculation on live is as follows (%modifiers from minor berserk multiplied with %modifiers from execute multiplied with % modifiers from dw passive)
    I tested this in current patch, and theres no indication they changed that on pts.
    I did not test for CP character, but I'm 95% sure minor berserk and cp % bonuses are added together.
