are you sure youre farming the right spots?
"Overland bosses drop a head, chest, leg, weapon, or unique item piece.
Public dungeon bosses drop a shoulder, hand, weapon, or unique item piece."
I also find farming treasure chests very helpful, they also have jewellery: "Treasure chests chance to grant any set piece that can drop in that zone, increased by having the Treasure Hunter champion perk."

You can also get them from opening the appropriate Zone loot boxes you can buy in Cyrodiil with AP.

Go buy a slew of Grahtwood treasure chests maps from guild traders. You can leave them piled up in your mail, find the location, use up all the maps for that location in your mailbox, then move to the next one.

Not only that, but you'll have a good chance of getting set jewelry from the chests that you can sell to raise funds to buy the daggers/sword if you end up striking out.

Edit: Got ahead of myself. Buy the maps, then find the associated chests... duh!
