Can we fill it with players who won't complain about the balance issues a free-for-all would create?

Because Cyrodiil, IC, and BGs are all designed and balanced for team play.

Free-for-all could be good. What I’d rather see is a 10v10 deathmatch mode in which you can ONLY queue solo. You could have respawn tickets, a la Battlefield or Battlefront. Side with the highest amount of tickets remaining after fifteen minutes wins. This would still favour group play, but would allow skilled 1vXers to do their thing as well if they so desire.
