Repair function stuck at 64%

I've contacted support and they've given me no working fix for this, as all the responses seem to be automated.
I've had crashing at launch several months ago after downloading an update, I just let it be until somewhat recently.
Several days ago I attempted to do repair and it got stuck at 64%. I've done countless repairs since then and all stop at 64%.

    If the progress bar freezes or gets stuck when trying to patch, please try the following steps:
    1. Open the launcher in administrator mode, you can do this by right clicking on the launcher and selecting "Run as administrator" from the drop down menu.
    2. Go to game options. This is located in the middle of the launcher under the news feed.
    3. Cancel any update in progress.
    4. Return to game options and select settings.
    5. In setting change auto update from always to never.
    6. Press apply.
    7. Select the cog wheel up the top right hand corner of the launcher.
    8. Select the megaserver you want to change to ( EU or NA)
    9. Once this is complete go back to game options and select check for updates. This should start to patch the game for your new server.
    10. If it does not patch select repair from game options and wait for the repair to finish.
    11. Once the repair has finished select check for updates.

    Additionally, first link has something I've already done, second was resolved with a complete reinstall, that's not viable considering I have a somewhat bad internet connection (8Mbps) and that ESO is very large.
    Third's matter at hand was a complete (would be re- for me) install, which I am trying to avoid doing as said before.

    Hello, I know this is an old thread, but because my search led me here, it's still relevant.

    I also struggled where my update would get stuck at 20% and decease in download speed until 0.0kb/s. So I did as the other websites suggested: pause auto update, then repair. Broke repairing the game at 18%.

    vamp_emily noted that the patcher gets stuck on files that are already running. They suggest using Task Manager to completely end all of ESO's processes, but on Windows 10, I have no idea how to do that.

    A shot version of what op said:
    1. Locate the game folder, generally some variation of: Program Files/Zenimax Online/
    2. Copy (not move) and paste the whole "The Elder Scrolls Online" file to a different location. (Do in sections if you lack hard drive space. I started with files under folder "depot".)
    3. When a file can't be copied, write it down, and "Skip". Do not "Do this for all files"; there may be more than one.
    4. When copy is complete, return to games folder and locate those files. Rename them; eg. "aaa eso0037.dat".
    5. Start launcher and begin a repair. The game will create a new, uncorrupted file for the ones you've renamed.
