Broken Scoring rules.

The scoring rules on the Elder Scrolls are broken. 10 points if you hold one and a 20 point difference again the faction you took it from?

Everyday on NA Vivec ep grabs a scroll on off hours and keeps it through prime time and everyday dc or ap has to fight through ep territory and run their scroll back just to get to parity. Consequently ep has put enough distance between 1st and 2nd to not only guarantee a win but they can also decide who finishes 2nd based on who's scroll they take and which way they throw their weight. And consequently the campaign is superfluous.

How to fix this who knows. Make the scrolls blind all the npcs in the keep over time and deteriorate the walls of the keep holding the scroll until all the walls and doors crumble. Make scrolls reset after an increment of time. Reset the scrolls at the start of primetime. Make all the temple defenders defending a temple with no scroll create a portal inside the keep holding the scroll. Drop an anchor on the keep holding the scroll. Have dwemer machinations tunnel under the keep and light sticks to collapse the walls and the pedestal holding the elder scroll and tunnel the scroll back to the temple. Allow the scrolls to be re-written permitting the faction down a scroll to commit scribecide. Declare that nothing is written and make the scrolls worthless.

In cyrodill!? You can't loot players' bodies in cyrodill. I'm talking about the elder scrolls in cyrodill Vivec campaign. If faction A grabs a scroll in the morning and holds it while faction B is down population then when prime time comes around(and population is even) faction B has to fight through faction A and run a scroll just to get to score parity[as opposed to faction B running one of factions A's scrolls and getting a score surplus].

If you are being sarcastic(I really don't have a clue what you are implying) then it really is this simple: faction B has to do a lot more work than faction A to achieve the same score during prime time if faction A grabbed a scroll during population imbalance. Coming back to parity at prime time isn't as simple as retaking home keeps when the scroll from population imbalance carries into prime time. Understand?

I actually like the idea of the portal from the scroll temple to the according scroll. This would lead to an easy catch of the scroll if undefended. Mostly scrolls are held by the faction with most of the players during off time, meaning they probably also have emperor and lots of keeps. Separating their forces to be ready for a quick assault on those captured scrolls would make those fights more interesting. It would results in having guards in those keeps, separating forces and being quick to defend the scrolls. Also it does not mean to lose that keep ultimately, since for switching the keep also at least one wall must be sieged. a quick retrieve of a scroll would still require a coordinated group, which most likely will jump right away off the keep as soon as they got the scroll and some pressure. Also the scroll would not be lost in every case, since scrolls normally are kept in keeps far away from the enemy temple, so they still would have a long and dangerous journey.
