Prerequisite for Justiciar Tanorian quests?

Can anyone tell me what is needed for being able to get daily quests from Justiciar Tanorian in Alinor, Summerset?

Nothing. You just need to get to Alinor and you'll be able to take the quests.

There are handbills posted in the cities exhorting you to contact the Divine Prosecution in Alinor which give you a mission to talk to Chief Justiciar Carawen, who is the lead-in contact for the dailies. I don't recall off the top of my head where most of them are, but there's one in Alinor on the lamp post across the street from the Golden Gryphon Inn (angle a little right as you come out the door, and it's straight ahead).
