Quest bug "Queen's decree"

This quest bugged for me and some of my guildies. After some point in the quest, when you learn about Coral Forest you have to speak with Raz. When I talk to him, quest marker disappears, but quest wont progress and the objective remains 'Talk to Raz'. I checked coral forest (did this quest on PTS, so I know where to go), but it is empty and the quest wont advance either. After logout quest marker on Raz appears again and I can once again speak with him, but again after talking to him quest marker disappears, dialogue diasappears and the quest wont advance.

My bad, I just had to wait for another NPC to come talk to Raz. Though both quest objectives and Raz lines dont specify that there is some meeting in orderRawr0
