Been reading about amber 5 piece... shackle 5 piece... domi, master inferno etc

What would be a good setup for small scale pvp like imperial city?

5x amber
1x master inferno
2x domi?
Lich resto back bar and lich jewelry?

If you can't use master inferno what would be good instead? Thanks
