Do we? Because we know that both Delodiil and Abagarlas were Ayleid cities under kings Cenedelin and Anumaril, respectively. And we also know that the Hollow City was transported to Coldharbour in the time of Laloriaran Dynar - aptly named The Last King of the Ayleids (suggesting that the transportation of what is now known as the Hollow City took place only at the very end of Ayleid rule and no sooner).
Of course, that doesn't say anything about the Reaver Citadel being Abagarlas. I doubt they're one and the same though, since Abagarlas can still be found in the Oblivion game (through an underground lake in Sideways Cave) about two centuries after ESO. Unless there are other shenanigans at play, it shouldn't be there during the Oblivion Crisis - if Abagarlas is in fact Reaver Citadel.
