Why is my ps4 making me clear 80 GB of space just for a 400 MB update?
Damn, that’s pretty crazy. Did you ever try to rebuild your PS4 database? Maybe that might help in the future or something. I have never heard of something like that before.

I literally have to delete some games every update, this is ridiculous.
Because even though your update is small, more space (that you don't have) is trying to be reserved. This differs from game to game, some games will reserve the entire size of the installed game even for an update a tenth of the size.
Unfortunately i found that you've gotta keep around 100gb "free" so updates can install. For some reason it must register that youre downloading the whole game (94gb worth) rather than the intended patch.
