Lag.
there is one that gives you the same light over your head like a scroll. It was probably the best one ever for pvp....decoys.....
If I recall it correctly there was a way to use mementos in PvP (specific mementos could be used to exploit stuff, but ZOS never went out and said what it was in detail) so it would give you an advantage in combat. ZOS therefore disabled the ability to use them in Cyrodil.

Why was is bad to have memento's in PVP?
I loved it when people used:
- calling crows to feed on their victims
- drew that huge fire battle axe when they destroyed you
- etc
I cannot find the reason why they did remove this. Some people, like me, 95% PvP and non-combat pets, memento's have totally no value. But it was fun in PvP.

For example, the "Fetish of Anger" was causing players to do more damage on their next hit. Rather than go back and check each one and try to figure out how to keep them the same in PvE, while removing any direct benefits to PvP, ZOS just decided to disable them entirely. They did try to fix them one by one as they figured them out but in the end, the express solution was used.
