The Artisan Quest, problem with Cinnar and Hendare

I'm having a problem with the part of this quest when you have to return to Cinnar. He just smiles and stares at me like he's been lobotomized or something and the hint tells me to watch Hendale debrief Cinnar so even when I'm watching from a distance nothing happens and Hendale is nowhere to be seen. I tried fast traveling to the nearest post and even using the get me unstuck support but it appears that it may be stuck like this for who knows how long. Does anyone know what I should do?, thank you in advance.
