Well that's bollocks. If they had given in then shield stacking would be fixed, permablock would be fixed, they would undo malevolent offering. They would make wings work. Templar would have a worthwhile CC.
How long did it take to remove proc sets. Or give DK a heal. How about dealing with beamspam. Soul assault is still cancer.
Lel it was so imbalanced with sharp on top and proc, that when it was finally changed everyone creamed themselves.MagDK main. PC/EU @AK-ESO

They reduced shield time - an attempt to address stacking
They increased block cost - an attempt to address permablock
Soul Assault was a little tumor back in the day that was never used - an attempt to buff
So, even everything you mentioned was addressed one way or another, now do they always fix the problem? No, but they definitely do something about everything0
