(possible bug) Growing Swarm- Warden

The ability Growing swarm when cast on multiple targets and one target dies, double stacks swarm with the remaining targets. However, if a secondary swarm is on a target and you toss a primary growing swarm on same target it overwrites the secondary instead of stacking seperately. Questions?

This was tested on xbox na using the debuff counter on enemies.

I assume it is also possible that it was never intended to double stack at all however that would greatly hinder its usefulness.
