Mount Speed on one character is bugged

Hello,
Customer service told me to post about this bug here. The mount speed of my character Karisneak is bugged. It is not at 60 like it should be. I have many characters and understand how mount speed works. I paid for these upgrades. I also train my mount frequently. The mount speed on my other characters is fine, but on that character, even when I use rapids, it is not at 60. I have gone next to others and know what th speed should be.
Please fix this. I am also aware that mount speeds are different on each character and I have cleared my saved data and tried everything suggested to me by support. I play on Xbox and my gt is: Its Just Kari
