Unable to pick up repeatable quests in Cyrodiil

I switched home campaigns from Almalexia to Vivec on my sorc around a month ago and have not been able to pick up any "kill enemy player" quests or the like from the boards in Cyrodiil. Campaign reset did not fix this, I have checked to see if I didn't complete the starter quest - they have all been completed and still no repeatable quests. Has anyone found any fixes for this - ZoS has not gotten back to me despite a bug report and a phone call to their offices.
