Yeah...CC break, if you're lucky, if it 'takes,' and if it registers fast enough to matter.

Fear pretty much = 3 to 4 seconds of free DPS for the other guy(s).

Breakfree is the only thing I can think of. You can try to stop the cast with a bash or interrupt on the caster, but I am usually doing my break free after I am Feared.

Any, I remapped Interrupt and use that to stop the Fear.
Enjoy the game, life is what you really want to be worried about.

Sometimes fear can be difficult to notice right away. After some playing you will get better at noticing it. The best counter is simply to be very quick at CC breaking. If you're quick they'll only have time to get off, at most, one skill before you're free.

However, I would concentrate on some more "preemptive counters" to it as well. As you've noted, you can't dodge roll fear. You can't block it either. So if you're not CC immune and a nightblade wants to fear you, he is going to fear you and there is nothing you can do about it. So my first tip to being preemptive is to watch your CC immunity. Right after you CC break you will have some time (pretty sure it is 7 seconds?) where you are CC immune and can't be feared or hard CCed in general. Keep that in mind because a good opponent will - and once your CC immunity expires they will fear you again. So you can expect the fear to come at the end of the CC immunity. If you know your immunity is about to expire and you are low health then you better do something to heal up because a fear kill combo is coming.

On that note, you should in general be prepared for a fear or CC at all times. Don't think "well I am already at half health but it is ok because next time I am about to get hit I'll just start dodge rolling." If you do that then a well timed fear will cause you to die. Always be prepared to handle a CC - so in general I try to keep my health at a level where I know a single CC + ability won't kill me before I can CC break. Obviously there are some exceptions to this like if you are going for a kill yourself but the general idea is to always keep in mind that you could be CCed at anytime (unless CC immunity is up).

Obviously, to be able to CC break you need stam. So make sure you always have enough stam to CC break when needed. One last note, the absolute hard counter to fear would be an immovable pot. This will give you 15 second of CC immunity in which you can't be feared. So if fear is causing you that big of a problem then consider trying those out.

Immovable pots, or the skill (that everyone forgets about). If you pop it a second before your CC immunity wears off, or the second you see a NB, you get a lot tankier and immune to their fear.

Being in the receiving end of the above SUCKS, take it from a NB.

If you're not within the 45 second potion cooldown, or using a stam expensive skill for 5 seconds on immunity...

    Neither is ideal.

Having a hard time with pesky NB fear? Reactive armor will deal with that just fine.

break free costs around 5k base. Immovable costs 4.8k base, is reduced by medium armor and other passives, and can extend a regular CC break. I wouldn't recommend spamming it though, no. The major defenses help a ton with their second burst, assuming you survive the first. It's the difference between a 10k incap and stun and a 8.5-9k incap and no stun.
