Imperial city white horse

I was told if you got the imperial city dlc you could get a white horse mount for 1 coin and I got that dlc but I don't have an option for a white horse for one coin so how do I get this?

In the stables, AFAR.
Edit: Wait a minute, Imperial City DLC is NOT Imperial Edition, you get the horse with Imp Ed version only.
