Where is the "museum" quest giver?

Apparently this quest increases your chances at getting the buoyant armies motif pages to drop from chests. From what I have gathered, as you collect more of the buoy arm motif pages your chances of getting more pages increases. I'm trying to figure out where this quest giver is but I'm having some difficulty. Anyone know?

    Yeah I know that I have already completed the main quest. I read that completing the museum quest also increases it further. I belive it is the quest "the lost library" which I have now completed. However, no drops still.... lol

    If you see me anywhere. Know that I am sitting back with a bag of popcorn, watching as ESO burns the goodwill of its player base with practices that only disrespects the players time like it did to me and many others...

    If a game does not respect your time, best thing to do is move on from it and find something else.
