Did you check the crown store if you can collect there the free "A Friend in Need" Housing Brochure to start the quest?
Or you can start the quest if you read the Housing Brochure which you will find near most Banks too.
Or you can talk direct to Canthion if you find him

OK that must be the issue. I already got the free housing when I started current character about month now ago.If that is same thing that is.@aironey_ESO Hm, i don't remember my Level. But it was a new Character.

Tianlein✭✭✭@aironey_ESO Oh that does explain it since you can only collect one free home per Character. If you want to have all 4 inn rooms for free you need to create for each alliance a Character who did not complete already the friend in need quest. Otherwise the inn rooms can be purchased for a fee. I believe for Vivec City it does not matter to which alliance you belong if you want to create a new Character. ESO Guides: https://tianlein.de/
