A Message to Morrowind quest not available

I've already completed the plague bringer quest and everything before it, but Varon Davel is not offering me A Message to Mournhold, despite me already completing the prerequisite quest. He just thanks me for completing the plague bringer quest and is at the right place to offer me the quest. I'm on PC NA and i haven't started a favor return or any quests that would make this one unavailable. Any help is appreciated thanks.
