Bug in Racial advancement.

I made a new character for Morrowind (Warden of course) and I noticed something different. I am at character level 12 but only at Racial level 9. Now always before (12 other alts) the character and racial level remained the same to level 50. Is this a bug or change?
What I did differently this time was to do both of the intros (Slavers/Seyda Need and Wailing Prison). Did the levels I got during the second intro not count?

FluffyReachWitch✭✭✭✭✭I'm pretty sure this is just how it works now. It has to do with your race skill not being available from the start, like it was before Update 14. You can't gain advancement in a skill line that's not available yet, and your race skill line doesn't unlock until you've gained a few character levels.Edited by FluffyReachWitch on 24 May 2017 06:480 -

✭I checked on the PTS on a level 5 Argonian Warden and when she gained her racials at level 5 they show up as Level 5 too. So this could be a Live server bugEdited by LMar on 24 May 2017 11:55"If a stick of fish is a fish stick, it will stick like other fish sticks stick"

Oh but you can. My 1h is leveling when I read books but the hell if I have the skill line.
This change was the absolute dumbest change I have ever seen. As an old player, even I am confused by it.
