PC NA, volatile familiar seems to not regenerate health on its own (in or out of combat).

In combat, to restore health to your character, and/or to the Volatile Familiar (Clannfear), press the same key that you pressed to summon the familiar. In my experience, the Clannfear regains its own health out of combat at roughly the unbuffed rate for a PC. Perhaps that has become a casualty of the ZOS development team's propensity to break things that aren't broken. Regardless, you can also restore the Clannfear's health out of combat by pressing the key that you press to summon the familiar.

To use the Twilight Matriarch's special combat ability, press the same key that you pressed to fetch the familiar. I am not sure whether doing that also restores health to the TM. I don't have much experience with the TM since ZOS replaced its automatic healing power with the special combat ability. Using the special ability often does not work after the first time that I use it during a fight. After the fight ends, the special combat ability becomes available again, whether without delay.

Originally, when we pressed the key to summon a familiar, we also pressed the same key to dismiss the familiar. However, the ZOS development team genius who designed and/or implemented the changes to the familiars to function as they do now, forgot to include a way to dismiss each of the respective familiars.

ZOS has not rectified that mistake since. However, an add-on developer quickly created a simple key-binding add-on which allows the player to bind a key to dismiss the Volatile Familiar and to bind a key to dismiss the Twilight Matriarch. The add-on name is Pet Dismiss, although it should be named Familiar Dismiss since the Clannfear and the Twilight Matriarch are familiars, not "pets".

Volatile Familiar's ability doesn't heal himself. Neither does the Twilight's damage morph.

They should be healing back to full after combat on their own though, so if they are not, that is a bug that should be bug reported in game.

I'm not sure what you're talking about, but this has absolutely nothing to do with the bug I mentioned. The familiar is supposed to regenerate health over time (it did prior to this update), but this is no longer happening.
