Extreme lag logging in, cannot reach Character Select

Downloaded Patch 3.0.5, then logged in. Entered new IP code. However extreme lag (3 - 5 fps!) effectively prevented reaching Character Select. No error codes, but had to manually quit x64 client. The identical issue Sunday night on PTS (ESO Morrowind Beta) with 3.0.4. For that I submitted /bug report and Help Ticket 170521-001064. PTS Ticket escalated but closed unresolved. Now the same unresolved issue on Live (NA)!

Web Help portal also having problems. Stalls without error code for both IE11 and Edge (Win 10 Home x64 Build 1711). Could not submit Help Portal ticket.

Previously no lag issues on PTS or NA, (35 - 60 fps).

FYI: Fiber to premises demarc, 110 MB/ps to digital cable modem, RJ-45 from high-end 802.11-ac router to PC. Launcher and client excluded from AV scans, marked safe. All required ports enabled, AV set to silent mode.
