But paired with the first passive from the 2h line it could start to add up. Maybe only useful as an ult generating replacement for venomous claw.

If your looking for minor heroism, heroic slash hits pretty hard, slows their movement speed by 60% for 12 seconds, grants minor heroism, and inflicts them with minor maim. Oh, and it's cheaper to use.
Carve you get heroism and a weak bleed, even with a 16% buff I don't see a reason to use it over heroic slash.
Not to mention with S&B you also have another armor slot and better defense via shield
