dependant on your target - it's really tough to burst folks down these days...
how are you buffing your spell damage prior to attacking?
gear definitely plays an important role in extacly how much damage you output...
when you finally get past cp160 the goal is to acquire gear of at least epic (purple) quality...particulary if you're into pvp, if for no other reason - because just about everyone else you compete against will have epic or better gear...
you can get the gear through guild stores or farming yourself...being a crafter is helpful because you'll be able to take green or blue armor/weapons and improve them yourself...
key point, and full disclosure - i suck 1v1...i'm a heck of of zerg warrior and I have really nice gear, but, I'm still learning how to fight one on one...
number one lesson - having your rotation of abilities down/memorized, is not good enough...you have to be able to be comfortable enough to watch your opponent and react off of them - particularly if you can't simply "burst" them down...
that means - getting really good with block, dosgerolls, shields, heals and popping pots...
keep your spirits up and your mind open
not sure what platform you are on (can't see signatures on my phone)...you could also try turning the resource numbers/percentages on so you can see exactly how much health you're different targets have...
I prefer a clean ui...i finally just turned my ability bar back on (i play 8 different characters and it gets a little confusing at times)...however, I know in order for me to get to that next step in proficiency - i really need to start looking at numbers...
in getting ready for battlegrounds, I've been working hard on my 1v1 skills...
I've collected some BiS gear and have what I believe are really synergistic and effective ability rotations - my big challenge comes when I run through my rotations a couple of times and the player I'm fighting is till standing there, ready for rounds 2 through 5
I've never participated in much dueling, so, I'm trying to engage in more 1v1 situations in IC and cyro - just to try to develop better fighting skills...

Not sure if anyone has mentioned this but in your OP you only have 4 Stygian equiped and 6 elegant... You need to swap out one of the elegant pieces for stygian, so you can have the 5 piece stygian buff.
I am pretty sure that blobs_eso has posted a video stating that you can farm for named blue stygian arcane jewelry otherwise the jewelry will be robust.
