In Cyrodiil I (and a number of ppl from my guild and just seeing in Zone chat) have experienced double cc; i.e. I'll get hit by a DB and be knocked down just to be hit by a dizzyswing and sent flying before I can even break free. We've also been dealing with a lot of issues with break free, you get hit or knocked down and you lie there with full stam but break free doesn't work.

I've reported this issue in game constantly and it's been going on for well over a year maybe longer. Seriously @ZOS_BrianWheeler @ZOS_GinaBruno @ZOS_JessicaFolsom there has to be a simple fix for this.

Another more recent issue I've had is my ult not casting correctly. I've noticed it only on my sorc where I'll negate and it'll use up my ult but the negate won't actually work. There's no animation and ppl are still able to use magic where I cast it. I've reported this one too and it sits at about a 10% chance of this happening. Mostly when there's a lot of action going on.

Just a further note, the Ult bug isn't specific to PVP either. Noticed this happening during dungeon runs as well, almost as if the player is being interrupted during the "instant cast" Ult.

Break Free and Dodge Roll do not work while a character is suffering from a "special effect" which prevents the character from moving, e.g., "concussed", "frozen", or "stunned" (whatever the cause). However, in my experience, a character that is "on fire" can Dodge Roll, for example, when the fire is caused by an AoE.

Note that, if a PC can attack, then the PC can break "crowd control" and/or interrupt casting of a spell by performing a "bash" toward the attacker, even if the attacker is further than 5 meters away.

Please write a separate post for each problem that you want to report. Read: https://forums.elderscrollsonline.com/en/discussion/294964/guidelines-for-bug-report-forum#latest

In my experience, Negate doesn't actually work in many cases, but the game software effects it regardless (and the Ultimate is consumed). PvE bosses, in particular, are often immune to its effects, although other hostile NPCs under the dome are usually affected by it. I don't have any experience with it in PvP.

Network latency sometimes interferes with displaying the current situation which exists in the output of the game host. For example, when there is "a lot of action going on" especially with a dozen or more PCs involved, whether any are in a group(s), it is possible that the target for an Ultimate ability is already dead before a player's PC casts it. But that fact has not been received and displayed by the game client yet. Or the target may be alive when the spell is cast, but dies before the host receives and processes the player's input from the game client. Note that it is possible for more than one PC to use their ultimate ability at the same time against the same target, so the outcome can become confusing.

Sometimes, the ability cast is effected and displayed, the Ultimate is consumed, and the target dies immediately afterward. Or the cast might be effected and displayed, and the Ultimate consumed, because the target was alive at the time. However, the target could be killed by some other attack(s) before the outcome of the Ultimate ability attack is resolved.

Ordinarily, if the target is already dead when the game host receives and processes the player's input, using the Ultimate ability should be canceled and none of it expended. In my experience, this does seem to occur while my Sorc is using Overload. For other ultimate abilities, perhaps not so much. More than once I've seen the target die just before the meteor arrived and exploded. Oh well.

@Shadowshire Please read my top comment conserning the double cc more carefully. DawnBreaker does knockdown, which is a hard cc and requires you to breakfree. Same thing with Dizzyswing. I'm reporting the problem with taking a knockdown, which should give cc immunity after the breakfree or when the character animates getting up, and then while still having cc immunity, the spinning circles showing around the feet, I still get knocked back. This is a huge problem that doesn't have anything to do with, burns, interrupts, or stuns. They are both hard cc's.

Also the problem with the break free is while my character is hard cc'd, i.e. has been knocked down, and I have full stamina, it won't allow my to break free from the cc. Again, my issues don't have anything to do with soft cc nor status effects or interrupts

it has to do with dawn breaker. For whatever reason dawn breaker does no adhere to CC immunity. Players can simply DB you first then hit you again with whatever they want and you will not get CC immunity. I have posted this in another thread just a few minutes ago. I believe it is broken but zos will have to determine if it is working as intended. I can support his with video if needed. Also I believe that even if you break the CC from DB it does not give immunity as intended. ZOS can you confirm this is intended.
