XB1 - Long time issues with upper level guild merchants area in Shornhelm...

For months now there have been major rendering and placement issues with the upper platform where some of the guild traders are outside of the south gate of Shornhelm. This last weekend I rode North from the gate to Stormhaven and walked up the stairs to the upper area to find the guild traders stuck deep inside of the stone platform up the steps where they have their booths and could not be interacted with. I walked into the city and to the wayshrine, then walked back and they loaded in their proper heights so they were standing on the platform as normal, but I've often noticed image tearing, rendering issues and loading issues with them. I've noticed this occurring for several months and now it's at the point where it's affecting the ability for players to interact with the npcs.

    This happens also when playing with a PC on the NA server. I've submitted at least two in-game feedback reports about this with screenshots attached, during the past three or four months. Apparently, the ZOS development team has no plans to ever remedy the situation, not to mention an increasing host of other flaws in the game software.
