Just got back on but can not get to toons. It wants to start me anew again. Re-booted the xbone, cleared saved cache. Still will start as a new timer. It is seeing my profile (xbone that is). Any help would be accepted. Thanks.

Balibe✭✭✭✭Are you sure you have the correct server selected? If you play on NA, sounds like you have EU selected (or vice-versus) .....
The character data is saved on the ESO servers, not locally on the XB1. They should be there unless you deleted them. You can try deleting the saved game data, then when you restart the game it will resync with the ESO servers .....
If none of this works, you need to fill out a support ticket online .....
