Unlimited time in Werewolf form, Call of the Pack tooltip incorrect

Putting in bug reports as im unsure of where else to post this thread. I am on [PC/NA] but I believe this effects all servers and systems

In the Dark Brotherhood update (2.4.5)https://forums.elderscrollsonline.com/en/discussion/268496/pc-mac-patch-notes-v2-4-5#latest there was a change to the call of the pack passive which allowed a group of 4 or more werewolves to reduce the drain of the Werewolf timer by a maximum of 80% at rank two.
•Call of the Pack: Redesigned this passive ability so it now reduces the cost of staying in Werewolf form by 10/20% for each transformed Werewolf in your group, including yourself, up to a maximum of 40/80% at Ranks I/II.

Essentially this allows 4 or more werewolves in the same group to effectively increase the duration of werewolf form from 30 seconds to 2.5 minutes(150 seconds) and return 5 times the tooltip amount of time from werewolf passives/effects. For instance Devour normally gives 12 seconds but in a group of 4 werewolves with the Call of the Pack passive it gives 60 seconds, and the Blood Rage passive normally gives 3 seconds of time once every 3 seconds but with Call of the Pack gives 15 seconds back once every 3 seconds. This is how the passive is SUPPOSSED to work anyhow.

In-game the Call of the Pack passive affects Werewolf form as above at a group of 3 werewolves and the passive seems to cause 100% reduced cost at 4 or more werewolves. Unlimited werewolf form without the help of any passives or effects and while remaining out of combat. Still effective with a dead werewolf, still effective with each werewolf on separate sides of even the largest zone, not effective if in different zones. And honestly I think this is how the passive should work anyhow with the Call of the Pack passive reworded to have no limit and the effect increased to 25% to cause 100% reduction to the timer drain with 4 or more werewolves. Werewolf form is so limiting anyhow that even in competitive settings (trials, Cyrodiil, and most likely battlegrounds) this unlimited Werewolf form is ineffective do to a werewolf's inability to rezz allies, the limited abilities, and the high costs of said abilities. Unlimited werewolf also helps the werewolf RP guilds out since they are not able to stay in Werewolf form for an entire RP session

Whether the tooltip is updated to more effectively communicate how the passive is currently effecting groups of werewolves, or the current Unlimited Werewolf Form is a bug to be corrected, I and my Werewolf Roleplay guild would appreciate a confirmation on whether using the current effect out in Cyrodiil is/could be considered an exploit and/or bannable offense, by any ZOS employee that happens upon this thread.

TL;DR Call of the pack passive is not being limited to 80%. Requesting confirmation that either the tooltip is incorrect or that the passive itself is bugged, if bugged please make it the actual effect and change the tooltip to more effectively state how the passive works. And wondering if using this "bug" is bannable offense

lol all the WW groups running around cyro going to be mad at you if this was a bug... But I'm sure they don't have to worry since ZOS probably wont fix it until June.

Every bug in the game should be fixed before this one, even if it's just a tooltip change.

They didnt answer whter this is considered exploit...
But it sounds awesome! Hope this becomes one of those bugs they decide to keep in game (like the lightning staff doing AoE damage with every tick).

That's how the gank pack of EB 4 Werewolves managed to keep their stealth up on Azura's Blade the other night. Was wondering...
