Suggestion:
Instead of having a system that potentially offers 3600 points if un-capped, I'd suggest having a system that caps at 108.
This means a total of 3 points instead of 100
This also means exponentially less calculations but this retains the variety players enjoy with the passive.
How to address the current CP cap:
Move the progression cap away from CP entirely and instead place it on character levels.
*This means scaling is once again level based and not passive assumed. It brings clarity and eliminates confusion.
*Because there are less points overall, the limiting factor would still apply to how many CP passive can have 1, 2 or three points added
Addressing Character levels and the VR system that still remains as CP
As players unlock more CP to utilize, display a numeric level from level 50-66
This means at level 49, you begin accumulating exp towards 50 (same exp rates) and this gives you 3 CP points to use at 50.
51-66 are accomplished by earning 3 CP (using the current CP exp systems) but changes would occur due to less number of CP.
Why:
1.People really need a universal and symbolic way to understand progression but not so much as to depart of the numeric displays we had from 1-49
2. ZOS seems to have identified that CP calculations have an impact on performance therefore reducing the number of possible calculations exponentially reduces the cause or issues being indentified.
3. This looks better than CP1-600
Long term impacts:
-Offers the opportunity to tune difficulty on static player and NPC level that can be scaled or set vs a ratio of CP160-3600
Effectively CP3600 would be CP108 and this means that developers are working with much less variation
-Possibly allows normal, and levels 51-66+ modes vs just vet
-possibly allows grouping tools opportunities and changes if desired
-better aligns the upcoming battlegrounds without the need of removing CP entirely
-better aligns Cyrodil and IC without the need of removing CP entirely
-Opens possibilities to progress weapon, armor, and class skill lines beyond level 50
-possibility of power armor or weapons based on a skill line level vs just a player level
-possibility of additional skill morphs (which player seem to want for stam vs mag
