Everything more aggressive?

Since Update 13, I've noticed that everything seems more aggressive.

Imperial sewers - some bosses will aggro the first step into a room, even if you are hiding on the opposite end (no where near the blue circle).
Thieving - hidden, eye fully closed, no NPC near you, yet get a bounty for stealing (also being "noticed" when no NPC, animals or other visible forms of life are in the house)
Mobs - chasing far outside their boundaries, watched some dreugh chase a guy inside Wayrest yesterday. Also aggroing at greater distances.

Was this a planned change I missed? Otherwise, definitely a bug. I'm not playing IC until the boss thing is fixed.

    Thieving works for me, eye closed, no fuss.

    But, I always always make sure the eye is closed for at least 5 seconds if NPCs are around before I take anything. Of course I look to make sure the NPC is on the path that is away from me and not coming towards me.
    Enjoy the game, life is what you really want to be worried about.

    The chase distance in this game is absolutely ridiculous.

    Two things that they need to correct is to drastically reduce the chase distance of NPCs so they don't follow from one end of Tamrial to the other and the NPC damage output is ramped up way too high now. I have died so many times since the recent patch due to random NPCs smashing my face in. There was a quest where I was suppose to dual an NPC in Shadowfen and the Argonian kept one shoting me over and over. I know I'm not the only one to notice the excessive NPC damage, because I have been watching other players die left and right while questing everywhere I go lately.
