No. If you run in an organised group you sometimes put down siege for others or use your group members siege while they fight/heal/place more siege. Whoever is using your siege is helping your faction more than 90% of players and you should be grateful, because you can operate additional 2 to 4 sieges then.

This is my main reason against it as well.
As I raid leader I would always run around with extra siege and place them for people who said they didn't have any (don't get out of sieging in my raids!)
If they add any kind of feature to restrict access then they need to make it a toggle of some kind so we can keep giving newbies and lazy players siege when we want, but restrict it when running solo.

Annoys the hell out of me when one guy, for example, puts oils all over the door taking up every available spot and then complains when anyone hops on one of "his" oils to keep them pouring on the zerg below.
Come to think of it, what happens in this situation with bound siege equipment when that guy takes a lethal arrow to the face? The oils stop pouring and you're prevented from placing any usable ones anywhere helpful. Sounds to me like you've just shot yourself in the foot. Not to mention it leaves another door wide open for trolls and griefers I think.
Locking sieges? Hell no! As @Odditorium wrote it could be realy easy abused to lock defenders or attackers with siege limit. All we need is being able to kick anyone using our siege, like when you try to use your own siege with someone in it he gets kicked while you can use it as usual.

You cannot pocket other people's siege weapons.
