I'm a pvper only, so my advice will only be for pvp.I was wondering what I should use when using my mag sorc. I am new to using a mag sorc so I dont know what sets I should use or what abilities.

Julianos 5, willpower 3, torug 2 if you have absolutely no gear this is a good start. Then start by replacing torug with monster helm, then farm some lich and run lich/wp/monster when you don't have a lich resto staff yet, then when you get a staff, run juli/lich/monster. This is will give you a good introduction into pvp. The fotm is spinners/lich/monster so keep that in mind too. Julianos is crafted though and spinner staff is over 300k most of the time. If you are interested in overload pvp builds, elegant set is the way to go. If you want to run pets, necropotence is a good start but not mandatory. Amberplasm is a good set to keep in mind, and also, Kagrenacs is a crafted set too that can be used in place of Julianos. The best monster sets for magicka sorcerer would be infernal guardian, pirate skeleton, and iceheart, however there's plenty of different viable monster helms but those are pretty much what the majority run. As a magicka sorcerer, you need velocious curse if you are running a non pet build. During the 3.5 second curse, if you are running staff you need to weave light attacks and force/crushing shock, and run crystal fragments, firing it in combination when your curse detonates. Keep hardened ward up 24/7. Harness magicka 24/7 when fighting magicka. Both when you know you are about to take some hits. Learn to use streak well, it's one of the best abilitys magicka sorcerer has for defense. Be careful with your stamina pool too. Magicka sorcerer without stamina, is a dead sorcerer. Make sure you run surge too. Self heal and major sorcerery. Deadric mines is another good one, just be careful to not use it too often, it costs a lot of magicka. Also, don't forget you can get an extra skill bar from overload. Negates are important in cyro so your group will probably want you to run that. Endless fury/mages wrath(I'm the special cookie that prefers mages wrath) is more than just an execute, because it lasts 4 seconds on a target, it essentially means you only have to fight against 80% of peoples health and can be precasted on someone before they hit execute range.
Also note, Defensive rune for when you are mounting around cyrodil to prevent ganks. Tri-stat or witchmothers for food. Deff witchmothers if you are low cp. Destructive reach is also a viable choice over pulse/shock. It's great for landing your fragments against good players who know how to dodge and block. Some people run mage light too, but I don't really like it because I don't have anything on my front bar I'm willing to give up. Duel wield magicka generally uses magelights/entropys in order to empower their frags so their is that too. I don't run duel wield so I can't give you much info on that, other than you'll be spamming endless fury/wrath to get frags procs and they use empower a lot. Duel wield is great for fast bursts.
I wouldn't recommend ever running anything except sharpened on your offensive staff. It's just really strong. I think it was estimated at 10-12% dps. Running a random sharpened staff will give you more dps than the best staff in the game without a sharpened trait. Thanks for all the information I will have to see what I prefer when using my sorc. I will probably use a defending spinner staff at first and then hope to get lucky when buying the region boxes. If I keep power leveling my mag sorc I should be done with leveling by today and tomorrow I should have most of the sets
