Nope. It only increases the chance to apply status effects, such as poisoning, concussion, burning etc. Poisons are effectively weapon enchantments, so charged only increases your chance to apply the poisoning that is inherent to the poison damage of the poison.

I'm actually using charged with shock enchant, force pulse and lightning blockade on my templar (with spriggan set) and it's very good in solo play and 4-man content.

Spriggan set? That's either a typo or the worst build I have ever heard. Haha. All that physical penetration.(think you mean spinner). I still cant believe its better than sharpened.
