I looked back at mine as well a few weeks ago. Almost non ever received any notice by ZOS. And, the ones that did were computer generated answers that weren't answers to the ticket.
Such as reporting bots and cheater, the default answer is to block them. Like that'll fix the problem

I am having the same issue (and so is my husband on a different account and console) as your original ticket. I got told as an answer to one of my tickets to "just don't break the law and the guards won't stop you"

Wtf.... I have also logged many more complaints since then and posted here. They are ignoring this bug and it makes two DLCs almost unplayable

One comment. Don't write multiple tickets for the same issue. Wait for the email response, and keep responding every time they send you a new email. Opening multiple tickets causes confusion, and will eventually tear a hole in space-time, allowing the Stay-Puft Marshmallow man in.

If I tried that I would still be waiting here is the quote replay I got from my email
"Players who earn bounties have several options available to them if they lack the funds to pay them off:
Wait for a few minutes for the "heat" to decrease, and keep an eye on the character's white bar and actual reputation.
Turn on "Prevent Attacking Innocents" in the gameplay settings in order to prevent increasing the "heat" as the game progresses.
Collect gold by killing monsters outside settlements or exploring and conquering dungeons.
By entering an Outlaws Refuge, players have access to a bank, so they can easily withdraw gold from their account to pay the bounty. The NPC there is called the "Moneylender."
Ruthless players can try stealing from beggars, who can have up to 400 gold in their purses.
As in real life, choosing a criminal career in Tamriel can be dangerous and makes risky encounters common. Always consider the consequences when choosing a path."

That does not answer my issue at all.. gee thanks crime doesn't pay .. so why do I keep having to reload my game. I went back and forth many times after this and soon they stopped answering

The support is absolutely terrible in this game. I've had tickets and emails go unanswered and then I'll receive the survey on how well they dealt with my issue and was it solved and what could they do better. Idk maybe answer my support tickets and emails?? <.<

You'll get a response if you pat them on the back and tell them what a great game this is ;)

That is clearly an auto-response based around a "bounty" keyword. Keep replying, stating that the issue is that you are never being given the option to pay your bounty, but are instead attacked automatically. Keep replying to the same ticket, and eventually an actual person should get back to you.
    Living vicariously through my characters.

    My Girls:
"If you were trapped in your house for, say, a year, how would you pass the time?"

Nephikah the Houseless, dunmer assassin: "I suppose I could use the break. I have a lot of business holdings now that need management."
Swum-Many-Waters, elderly argonian healer: "I think that I would enjoy writing a memoir."
Silh'ki, khajiit warrior-chef: "Would this one be able to go outside, to the nearby river? It's hard to fish without water!"
Peregrine Huntress, bosmer hunter: "Who is forcing me to stay inside, and where can I find them?"
Lorenyawe, altmer mechanist: "And why would I want to go outside in the first place? Too much to be done in the workshop."
Lorelai Magpie, breton master thief: "I'd go nuts. Lucky for me, I have a little experience sneaking out!"
Rasheda the Burning Heart, redguard knight: "I would continue my training to keep my skills sharp."
Hex-Eye Azabi, khajiit daedric priestess: "I suppose it would be lucky, then, that I built a shrine to Mephala in my backyard."
Yngva Stormhammer, nord bandit (reformed...ish): "I hate being inside even when I'm not forced to be. GET. ME. OUT."
Madam Argentia, vampire dunmer aristocrat: "I suppose it would be more of the same. I have a rather... contentious relationship with the sun."
Mazie gra-Bolga, orc scout: "Uh... I'd have to house train my bear..."
Felicia the Wanderer, imperial witch-for-hire: "What Lorelai said."
Calico Jaka-dra, retired khajiit pirate: "This one would like a rest from her grand adventures. Her jewel shop runs out of stock!"
Shimmerbeam, blind altmer psijic: "Provided that I am confined to Artaeum, I do not think I will want for things to occupy my time."
Shauna Blackfire, redguard necromancer: "Sounds like paradise. I hate people."
Kirniel the Undying, cursed bosmer warrior: "I would feel useless, not being able to fight."
Echoes-from-Dragons, argonian who thinks she's a dragon: "All the better to count my hoard!"
