frame drops

Flawlless

ever since everyone on pc and xbox NA crashed from the servers, ive been getting really bad frame drops. Where i used to get 100 frames in town, im now getting around 30. i even changed my graphics qualities from high to medium turned off shadows etc. Is there anyway for me to fix this?

Im currently looking for a fix too. 6700k 4.4ghz cpu 6th gen i7 intel. 1080gtx nvidia 8gb gpu. 16gb ram 2.666mhz windows10. All updated. Every other game works flawless on max settings 75 fps all the time. My eso settings are on medium and not even 2k 4k its 1080. Water on low shadow on medium distances are %50 and particules around 900 everything really close to low.

Game is unplayable on cyrodiil big fights and in some busy cities its stuttering.
