Why can you break out of Mass Hysteria 50% of the time.

Subtly broken. Most of the time you can CC break without an issue, but sometimes, even at full stam, the animation is just stuck.
I don't know if it'll ever be fixed. I've been feared through a solid wall and out of a keep.1 -

In reality it's more like 1% of the time. This is coming from someone who uses and gets CC'd by fear dozens of times per day. If the skill IS broken (and I wouldn't be surprised) it probably remains so because it's so hard to tell if it's user error, lag, or an actual uncommon bug.
And no, there's no delay. Folks break fear just like any other CC.0 -

✭✭✭✭✭It's very rare. I also fear and get feared a lot, but it's one of those bugs/lag/problems that sticks in your memory. I'm usually able to break fear instantly, no one second delay, but every now and then I'm stuck in the animation with no way out. I've seen it happen to people I've feared too, when there's no possible way they could be out of stam already, and I've heard it from friends in duels when I've hit them with an unbreakable fear.
I have no idea what causes it, it's a pretty dramatic animation for a CC, and maybe it's just a little glitchy.0 -

Yes every cc is the same as fear. Like people said in the post the only reason you don't notice it is because fear has a long duration and doesn't break on damage. But I notice it with all CCs and not just fear. Fear is just super annoying to be stuck in1 -

Your biggest enemy in Cyrodiil is LAG.
Skills don't work, skills don't work, unbreakable CC, endless CC's, ulti's don't work, more skills don't work and then rubberband and if gapcloser works you and up in an endless loading screen. Right now PvP is totally disfunctional and ZoS isn't doing anything to fix this.0 -

pvp is the real rng.
clown crates are more reliable.
