Serious Bug About The Main Task "Restore The Silvenar"

I was doing main tasks until I met this bug, now I can't continue the main tasks because I can't even finish it. I already tried reload UI or re-login game, repair the game, and even deleted all the add-ons, but nothing changes, the same situation also happens on another side quest.
Please solve this as soon as possible because I'm getting anxious and desperately want to finish "The Cadwell's Gold".
Ps: I'm playing ESO on Mac OS and NA server.
