Honestly you shouldn't be attacking people who have 33k resistances in Cyrodiil at all. The only people with that kind of resists are pure trolltank builds that aren't meant to actually kill enemy players.
Your usual heavy armor 25k HP DPS build only has anywhere from 16-25k resists depending on weapon and buffs, where 25k is a 1h/shield user with major armor buff up and 16k is a DW/2h/bow user without a buff up which often happens in gank situations.
Now you will sometimes find a black rose user who is using 1h/shield and Bloodspawn who can pretty easily reach ~31-32k resists and still do decent damage, but those are the people that I just escape from if I can't kill them.

I'm a Templar pure DPS build and I can get 30k on each resist quite easily. That Templar circle is quite useful.

Those have to be spell resist only, and you are breton. Those numbers do not match up without something else in play, otherwise.
