Queued for Random Normal Dungeon - then nothing happens

Today I've queued for a random normal dungeon on my level 16 tank. 4 out of 5 times what has happened is my friend and I get put into a group, the name of the dungeon flashes up momentarily, then dungeon status changes to activity complete, yet we aren't actually sent to a dungeon. Anyone else have this problem?
