Whats the point? You could make up for the damage viper does by increasing your ability damage with Spriggians. All you end up doing is loosing out on potentail damage to shields since armour pen does nothing. Then you have no procs but still deal a ton of damage.
You could make the argument that its not skillful to use Dawnbreaker,Incap, EotS, Poison Inj,Radiant D and many other abilitys.
In general were not really playing a very skill-based game due to balance issues all over the place. Sure you can handicap yourself and show that you can kill someone without a meta build but that wont stop others from using them.
In my opinion, if you want to handicap your build and be proud of it go ahead but in most situations youll just make the game less enjoy-able.
Knowledge and mechanic understanding is what makes a player skilled. Anyone can use meta setups but that does not mean they will be any good.
I have friends who use the most meta setups and on a daily basis i see them charging into zergs dieing instantly...lol.

The argument that it's not skillful to use Dawbreaker, Incap, EotS, etc is a little different though, in that those things are skills. It's not skillful to use armor sets that proc damage because that damage isn't due to using a skill, it's just free.

Viper isn´t a proc set (no % chance to proc). And saying it has a 100% chance to fire every 4 sec doesn´t make it a proc set.

This.
Viper is more akin to getting an additional punch in on the guy you're fighting. So instead of doing one punch, you do two. Then you can repeat that every 4 seconds. That is what makes the set so good.

Actually you do one punch, and your armor does the other.
