Launcher stuck at "Loading" - Windows 10

Hi.

I have a problems starting the game, as it simply states Loading, when I launch the game launcher.

I have tried to:

• Open the ports in my router.
• Reinstalled the program.
• Reinstalled the directx programs (and restarted after uninstall and install).
• Tried to delete the ProgramData folder.

Is there someone who knows how to get around this problem?

I am using Windows 10 as an OS, and have read it might have difficulties running directx 9.

ESO requires DirectX 11. If your do have DirectX 11 installed and your graphics card is DirectX 11 compliant please submit a ticket to our support team and be sure to include your game consultant.

Hmm... according to this page, it should come with the Windows 10 installation. At least the DirectX 11.3. Problem is, I don't know how to check if I actually got it, as dxdiag only let's me see the newest DirectX version I have, which is DirectX 12.

This is how the launcher looks like, and it's stuck like that... never changes to anything else like it did before I reinstalled my PC (no matter how long I wait):
