It seems they "discovered an issue." I assume this translates into discovering some form of exploit as it appears they left this intentionally vague and ambiguous.

Someone found a way to get double weapons from VMA
Lets face it: they think of europe as a region in turmoil, with mad people all around, and they couldn't care less. America first is it and was for some since ever. Europeans don't matter at all. This maintenance schedule isn't that bad for NA people.

From what I have read on Reddit... People are exploiting VMA to get more than 2 weapons during the Orsinium event (Iguess there are videos of people getting 4 after each run).
If in fact this is the reason for the hotfix then any and all who exploited this bug should absolutely get banned as they have caused a great inconvenience to a lot of us!!

Any maintenance schedule is bad for someone, no matter where we live.
But games need to be maintained. It's a given.
And this is the reason why having 1 server with 2 different regions in it is bad. I mean, I feel bad for EU, NZ, Australian players. I do.
Because everything done to this game is usually on NA time. And with having time zones of +5 - +12 hours difference on the same server is a disaster waiting to happen.
Hence why we have these constant forum fights on Maintenance days.
But what is Zos to do? If they take the game down at a time which is better for EU players they then run into an issue with NA players. Example: Zos wants to do maintenance at 6AM (NA time). With their history of long downtimes that would mean the game wouldn't be back up in NA even until Noon-ish. But that 6AM time frame then equals out to EU players to be... +5 = 11AM, +6 - Noon, +12 = 6PM.
And a good sown time for EU players would be , lets say 2 AM (so the 6 hour downtime would have the server back up by 8 AM for them). Now we have a reversed situation here. To take the servers down at 2AM in NA would mean (-5) = 9PM, (-6) =
8 PM and (- 12) = 2PM.
There isn't 1 person whom any of this would make them happy.
Best scenario is to just do 2 different maintenances. at 2 different times.
But I don't think we will see Zos do that.
