PS4 Elemental Drain - Major Breach not working for anyone other than caster

After applying major breach, my damage (according to combat text) increases on the enemy on whom it has been applied. I was trying to convince another player that it was a worthwhile spell, so I had him target an enemy and see what his damage was with no elemental drain applied. I then cast elemental drain and had him hit the same enemy and there was no change at all in his damage numbers. We then tested this on multiple enemies on overland, public dungeons, delves, etc. A couple of nights later, I had another person testing with me and encountered the same issue. Elemental drain (major breach) does not work for anyone but the person that casts it. I am unsure whether or not it is returning magicka since I do not know a way to verify if it is or is not on PS4.
