Magicka NB or Templar heavy armor sap build?

I've recently seen quite a few magicka users in heavy armor.

Rummaging trough my many collected sets I've found that I have
2 x Scourge Harvester (Wayrest Sewers II)
5 x Leeching Plate (Imperial City Prison)
Would those sets work well together in magicka a build?

I'm also thinking to craft a filler set but I haven't decided whether:
Armor of the Seducer or Twilight's Embrace would or Law of Julianos
would work better. It will work as 5/4, since I'll be using 1H+S on front bar and restoration staff on back bar
Which one should I pick?

And finally would such a build be viable?

My templar is running in full heavy in pvp without problem: 2 Malubeth or 2 Blood Spawn, 5 Reactive, 5 Plague Doctor or 5 Alteration Master if I need more recovery. 100 points in magician for cost reduction. I don't know if the combo with Plague Doctor will work in no CP campain.

If you're going nb (I don't know as much about magplars), look into fasallas (it's quite cheap in stores). I would recommend seducers but since you're going 4/1 I doubt it will be worth it tbh so if you want to dish out some damage go julianos, if you want more tankiness go with twilights. OR run 5 seducers and have one of the other five pieces switch on and off for your front bar. It just doesn't make sense to have that cost reduction go on and off with bar swapping.

I've personally done 5 heavy seducers with malubeth and maelstrom staves and enjoyed it but this was before all of the proc stam meta. Now I don't see it having enough damage at all.
