Yesterday, we were doing the Wayrest Sewers I plegde. When we entered the room with Varaine Pellingare one of our group already said that the last time they were in there, this boss didn't come down to fight the players.
We went on, killed the mobs and, as prophesied, this boss didn't come down to us. Instead he attacked from the upper walkway where he initially stands. Since the door to go on only opens after he is defeated, we were lucky, that we were three werewolfs, who were able to jump up to the boss instead, plus our ranged healer. Of course, on the upper walkway there were already more mobs which are normally intended for later.
All in all this bug makes it really tedious (for some even impossible) to complete this encounter and thus the whole dungeon.
Not sure if this also happens in Wayrest Sewers II.
