Alchemy Water in Jugs/Water Sacks does not scale

I've noticed I've been getting a bunch of water from containers that is not scaled to me. Honestly, I don't think any of the water I have found (in containers) has been scaled to me. Water from "water pools" scales.. just not the stuff that is in a container of some kind. I have max alchemy. Oddly, the water isn't matching old zone level either. I'm finding Cleansed Water in Deshaan.
I'll go through a put a few bug reports in tonight, just figured others may want to chime in if they are also noticing this. For me it's not just one or two containers that are bugged.. it's every container.
