But I guess you mean the disorient effect ? Disorents like petrify and rune cage are not blockable, so agony should be not any different.
But mass hysteria does everything better than agony in terms of CC. Don't take agony for its CC component, that's not viable. And honestly, the damage over time effect from agony is not so scary in my opinion.

Thanks for the answer. I was referring to the disorient effect. I agree mass hysteria is a great skill, but I was thinking of using agony since it has a 28 meter range rather than only 6 meters.
